Saudi Arabia has opened a priority reservation window that allows Hajj affairs offices and international service providers to secure accommodation in Makkah and Madinah for the 1448 AH (2027) pilgrimage season. According to Gulf News, the booking period began on 30 June 2026 and runs until 13 August 2026. The window is part of a wider package of reforms unveiled by the Ministry of Hajj and Umrah as it begins early preparations for next year's pilgrimage.

The reforms were announced by Minister of Hajj and Umrah Tawfiq Al-Rabiah during the ministry's annual closing ceremony in Makkah. Officials presented the initial framework that will guide coordination with Hajj affairs offices around the world ahead of the 2027 cycle. The measures aim to streamline pilgrim services, raise accommodation standards and tighten oversight of Hajj operations.

A Unified Service Model

Among the most significant changes is a new integrated service model. Under this model, accommodation in Makkah and Madinah is combined with transportation and catering under a single unified package. Saudi authorities said these services will become mandatory components of pilgrimage programmes throughout a pilgrim's stay in the Kingdom.

The ministry also confirmed a restructuring of Hajj packages. The existing offerings are being reduced to three categories, a change designed to provide greater flexibility while better matching the needs and preferences of pilgrims. One current option, known as Package D, will be discontinued under the new system.

According to the ministry, organisations seeking to retain their existing locations within the holy sites will receive priority consideration when contracting for the new comprehensive service package. That priority is tied to the reservation period now under way, giving established operators a defined window to confirm their arrangements.

Mandatory Training for Hajj Personnel

In a further move aimed at improving operational standards, Saudi authorities will introduce a compulsory training programme for personnel working in Hajj affairs offices. Completion of the programme will become a prerequisite for obtaining the visas and permits linked to Hajj operations.

The requirement signals a shift toward standardising the quality of service that pilgrims receive from the offices and agents who arrange their journeys. By making training a condition for permits, the ministry ties workforce competence directly to a provider's ability to operate. The change follows a season in which more than 1.7 million pilgrims performed Hajj, and it reflects the Kingdom's continued effort to modernise the management of one of the world's largest annual religious gatherings.

The ministry has repeatedly stressed that the end of one Hajj season marks the beginning of preparations for the next. Security and operational plans undergo review and development from Mina once the pilgrimage rituals are completed.
