How the Initiative Works
The Makkah Route Initiative is run by Saudi Arabia's Ministry of Interior as part of the Pilgrim Experience Programme under Vision 2030. Its core idea is to complete all Saudi entry procedures before a pilgrim ever boards a plane. For the 2026 season it operated in 10 countries: Morocco, Indonesia, Malaysia, Pakistan, Bangladesh, Turkiye, Cote d'Ivoire and the Maldives, with Senegal and Brunei Darussalam joining for the first time.
