Saudi Arabia's Ministry of Interior has announced the successful conclusion of the Makkah Route Initiative for the 1447 AH Hajj season, reporting that the program pre-cleared and welcomed 388,694 pilgrims into the Kingdom. According to the Saudi Press Agency, the pilgrims arrived aboard 1,227 dedicated flights operating from 17 ports across 10 countries.
The figures mark the eighth consecutive year of the initiative, which moves immigration procedures to the pilgrim's home country to remove bottlenecks at Saudi airports. For the 1447 AH season, the program widened its reach by adding two new participating nations.
Two New Countries Join the Program
The initiative expanded this year to include Senegal and Brunei Darussalam for the first time. They joined the existing participating nations of Morocco, Indonesia, Malaysia, Pakistan, Bangladesh, Turkiye, Cote d'Ivoire, and the Maldives.
According to the Ministry of Interior, Saudi authorities completed comprehensive entry procedures for each pilgrim in roughly 40 seconds before departure. The speed was made possible by what the ministry described as state-of-the-art infrastructure, including 38 service stations, 60 mobile units, and 120 AI-powered mobile counters deployed across the participating airports.
How the Pre-Clearance System Works
The Makkah Route Initiative is a flagship component of the Pilgrim Experience Program under Saudi Vision 2030. Its core purpose is to shift the arrival workload away from Saudi airports and into departure points abroad.
Before pilgrims board their flights, the service handles electronic visa issuance, biometric data collection, health verification, and final passport control. Luggage is systematically sorted, coded, and tagged ahead of boarding.
The benefit becomes clear on arrival. Upon landing at King Abdulaziz International Airport in Jeddah or Prince Mohammad bin Abdulaziz International Airport in Madinah, participating pilgrims bypass traditional immigration and baggage claim. They board dedicated buses directly to their accommodation, while authorities deliver their luggage straight to their rooms.
A Wide Network of Government Partners
The initiative is implemented by the Ministry of Interior in cooperation with the ministries of foreign affairs, health, Hajj and Umrah, and media. Additional partners include the General Authority of Civil Aviation, the Zakat, Tax and Customs Authority, the Saudi Data and Artificial Intelligence Authority, the General Authority for Awqaf, the Pilgrim Experience Program, and the General Directorate of Passports.
