Saudi Arabia's Ministry of Hajj and Umrah has published a detailed operational roadmap for the 1448 AH Hajj season, giving prospective pilgrims and service providers a firm sequence of deadlines that stretches from the coming autumn to spring 2027. The ministry unveiled the plan during a ceremony in Jeddah, and national Hajj authorities in several countries have since circulated the timeline to their pilgrims. The message is consistent: those who intend to perform Hajj in 2027 must act early.
According to the roadmap, the registration process for aspiring pilgrims must be completed by 26 September 2026. That single date now anchors the entire season, because every later step depends on knowing how many pilgrims each country will send.
The key dates pilgrims need to know
The published calendar lays out each milestone in order. Hajj affairs offices and international operators can secure priority accommodation reservations in Makkah and Madinah from 30 June 2026. Agreements for comprehensive service packages, covering tents, accommodation, catering and transportation through the Nusuk Masar platform, begin on 29 July 2026 and must be concluded by 23 January 2027.
Pilgrim data must be uploaded to the Nusuk Masar system between 14 August 2026 and 28 January 2027. Contracts with airlines for pilgrim transport are scheduled to be signed between 29 July and 8 November 2026. Direct transfer of funds for Saudi-side expenses into the platform's e-wallet is set to take place between 15 July and 24 December 2026.
The bilateral Hajj agreements between Saudi Arabia and pilgrim-sending nations are due to be signed on 8 November 2026. Hajj visa issuance then begins on 28 January 2027, and Hajj flights are scheduled to start on 8 April 2027. Subject to the sighting of the moon, the Day of Arafah and the standing at Arafat are expected to fall in mid-May 2027, with Hajj (9 Dhul-Hijjah) anticipated around 15 May 2027.
A simpler package structure
Alongside the calendar, Saudi authorities have restructured how Hajj packages are sold. The number of package tiers has been reduced, and the previous lowest-cost tier known as Package D has been discontinued under the new system. The remaining packages are standardised so that pilgrims can compare service levels and prices more clearly.
The revised packages are now organised primarily by duration. Mashair-focused packages carry a minimum stay of six days, Non-Shifting packages a minimum of ten days, and Shifting packages a minimum of fourteen days. The Non-Shifting option keeps pilgrims in the same Mina tent location throughout, while the Shifting option involves moving between camps, and the two carry different price points that reflect the level of comfort and proximity to the holy sites.
The ministry has also confirmed an integrated service model. Accommodation in Makkah and Madinah, transportation and catering are bundled into a single package and are now mandatory components of any pilgrimage programme throughout a pilgrim's stay in the Kingdom. The aim, officials say, is to remove gaps in service and hold operators to a consistent standard.
New training requirements for operators
The 2027 season also introduces a compulsory training programme for staff working in Hajj affairs offices. Completion of this training has become a prerequisite for obtaining the visas and permits linked to Hajj operations. In practice, this means agencies must invest in qualifying their personnel before they can move pilgrims, a change designed to raise the quality of on-the-ground guidance and reduce errors during the crowded ritual days.
Practical tips for prospective pilgrims
The most important step is to register through an authorised channel well before the 26 September deadline. Pilgrims should confirm their chosen package tier early, since accommodation and tent reservations are allocated on a first-secured basis and the better locations fill quickly.
Prospective pilgrims should also budget for the mandatory integrated package rather than expecting to arrange accommodation or transport separately, as the unified model no longer allows piecemeal bookings. Those with elderly or health-sensitive family members should weigh the Non-Shifting option, which avoids the physical strain of relocating between camps during the busiest days. Finally, pilgrims are advised to keep their documentation, vaccination records and payments ready ahead of the visa issuance window that opens in late January 2027, so that no deadline is missed once the season formally begins.
