What the Package Includes

Under the new arrangement, overseas Hajj agencies and pilgrims' affairs offices submit a single electronic request that covers the entire journey, replacing the fragmented paperwork of previous seasons.

The ministry says the package forms part of a wider digital Hajj infrastructure that links contracting, operations and visa procedures in one connected system. It adds that it has held preparatory meetings with pilgrim affairs offices representing more than 75 countries ahead of the 2027 season.

The reform is aimed squarely at the overseas majority of pilgrims. In the most recent season, Saudi Arabia hosted 1,707,301 pilgrims, of whom 1,546,655 came from abroad and 160,646 from within the Kingdom. The ministry links the package to Saudi Vision 2030 and the Pilgrim Experience Program, which targets 30 million Umrah pilgrims a year by 2030 and a 90 percent satisfaction rate among those performing the rites.
