What the New Rule Changes

In previous seasons, many pilgrims completed their medical checks after registration and payment. Under the new framework, that order is reversed. Medical certificates must be uploaded to the Nusuk portal for examination and verification before a visa is approved.

The practical effect is significant. Because clearance now comes before the visa, a pilgrim can in principle be found ineligible on health grounds after already registering. The Ministry's stated aim is to ensure that every pilgrim is physically able to perform the rites of Hajj independently, given the long distances, summer heat and dense crowds involved in the pilgrimage.

In Bangladesh, for example, reporting noted that registration windows and medical screening deadlines are being set close together, leaving applicants only a few weeks to complete the process. Alongside the clearance process, the Kingdom continues to enforce a detailed vaccination schedule. According to the published requirements, the following apply:

  • Meningitis (ACYW): Required and administered at least 10 days before arrival. The polysaccharide vaccine is valid for three years and the conjugate vaccine for five years.
  • Polio: Required for pilgrims arriving from endemic regions, ideally administered four to twelve weeks before entry.
  • Yellow fever: Required for pilgrims aged nine months and older coming from affected regions, with lifetime validity once administered.
  • COVID-19: Required for ages 12 and above, with most approved vaccines needing two doses.
  • Seasonal influenza: Recommended at least 10 days before arrival.

Health Conditions That May Prevent Clearance

Reporting on the new rules listed a range of conditions that can disqualify an applicant from receiving clearance. These include major organ failure such as kidney dialysis or symptomatic heart failure, severe neurological or psychiatric disorders, significant motor disability, advanced dementia, third-trimester pregnancy, active infectious diseases such as tuberculosis, and active cancers under chemotherapy.

The underlying principle, according to the guidance, is that a pilgrim must be able to carry out the physically demanding rituals of Hajj without endangering their own health or requiring intensive medical support during the crowded days in Makkah, Mina and Arafat.

Some details remain to be clarified at the national level. In several countries, authorities have not yet published the full list of authorized examination centers or the refund arrangements for applicants who are rejected after paying registration fees.
