Saudi Arabia has restructured its Hajj service packages for the 2027 (1448 AH) season, making an integrated, all-inclusive package mandatory for every pilgrim. According to the Ministry of Hajj and Umrah, the reform bundles accommodation in Makkah and Madinah, transportation, catering and services at the holy sites into a single unified programme. The ministry announced the overhaul during its annual closing ceremony in Makkah. It marks one of the most significant structural changes to Hajj operations in recent years.

A Single Mandatory Package Replaces the Old System

Under the new model, comprehensive services become a mandatory component of every pilgrim's stay in the Kingdom. Pilgrims will no longer assemble services piece by piece. Instead, accommodation, transport and meals are combined into one contracted package that applies throughout the journey.

The ministry has also reduced the number of package tiers. According to the Ministry of Hajj and Umrah, the previous range of categories has been consolidated into three streamlined options. The category previously known as "Package D" has been discontinued under the revised framework.

The stated aim is to raise service quality and close gaps that could leave pilgrims without guaranteed accommodation or transport. Officials say the unified structure makes responsibilities clearer for the Hajj affairs offices and companies that serve international pilgrims. It also gives pilgrims a single point of accountability for the services they pay for.

The overhaul follows the 2026 Hajj, in which more than 1.7 million pilgrims took part. Mandatory Training for Hajj Office Staff

The reforms introduce a compulsory training requirement for personnel at Hajj affairs offices. According to the ministry, staff must complete the training programme before their offices can obtain visas and permits for the season. The measure ties workforce readiness directly to the visa process.

The change reflects a wider push to professionalise the teams that manage pilgrim logistics on the ground. By requiring training ahead of visa issuance, the ministry aims to ensure that offices are prepared before pilgrims arrive. Better-trained staff should mean fewer service failures during the busiest days at the holy sites.

Booking Timeline for the Holy Sites

The ministry set a defined window for securing accommodation at the holy sites. According to the Ministry of Hajj and Umrah, a priority reservation period for lodging in Makkah and Madinah opened on 30 June 2026. The reservation period concluded on 13 August 2026.

During that window, Hajj offices and international Hajj companies were able to reserve locations. In some cases they could retain their existing positions at the holy sites when entering comprehensive package contracts. The early timeline is designed to lock in arrangements well before the pilgrimage begins.

The changes arrive as registration for Hajj 2027 proceeds across dozens of countries.
