Malaysia's pilgrim fund, Lembaga Tabung Haji, will open appeals for the 2027 Hajj season on October 2, 2026. The board is opening the window earlier than usual to give aspiring pilgrims more time to prepare. A minimum savings balance of RM15,000 remains central to eligibility.
Appeals Open Early for the 1448 AH Season
According to Tabung Haji, appeals for the 1448 AH season, which corresponds to 2027, will be accepted from October 2. Applications can be submitted through THiJARI, the board's mobile app and website.
Tabung Haji Group Chief Executive Mustakim Mohamad said the early opening is meant to give applicants room to prepare across several dimensions. He described the goal as allowing time for "financial, health and knowledge preparation, consistent with the Islamic concept of istito'ah (capability)."
The board considers several factors when selecting pilgrims. According to Tabung Haji, these include the length of registration, the applicant's age, average savings balance, savings consistency, how often a person has appealed, and attendance at Hajj Preparation Courses.
The RM15,000 Savings Threshold
The RM15,000 minimum savings requirement is the anchor of the new system. Mustakim explained that the threshold "was established based on the lowest hajj payment rate for B40 category as a reference standard for financial capability." The B40 group refers to the bottom 40 percent of households by income.
The full cost of a Hajj package is currently around RM33,300 per person. The savings threshold is designed to confirm that a pilgrim has the financial footing to proceed, rather than to cover the entire cost outright.
Tabung Haji has reported that the minimum balance rule has already improved planning. The board said the deferral rate among selected pilgrims fell to about 18 percent, down from around 50 percent before the requirement was introduced.
The Seruan Istito'ah Initiative
The appeals opening sits within a wider preparation drive. Tabung Haji has launched an initiative it calls "Seruan Istito'ah," which offers depositors automatic placement in the Hajj queue once their savings reach RM15,000.
Existing depositors have until December 31, 2028 to reach the RM15,000 balance. From January 1, 2029, the board plans to reorganize the queue based on registration and deposit dates. Tabung Haji Chairman Tan Sri Abdul Rashid Hussain said the change rewards steady saving. "Those who save consistently and plan ahead with us will be in a better position to achieve their dream," he stated.
To support the plan, Tabung Haji introduced a Multi-Fund facility that lets depositors keep separate general and Istito'ah funds within a single account. The board also added a Hajj savings calculator to its website.
Courses and Campaigns
Preparation extends beyond savings. According to Tabung Haji, Basic Hajj Courses began at more than 200 mosques nationwide from September 25, 2026. The board is running these alongside a public campaign it calls "#MenujuIstito'ah," meaning "Toward Capability."
The combined effort reflects a shift toward earlier, more structured preparation, with financial readiness, health and religious knowledge treated together rather than separately.
